because they were confusing virulence with spread. The reason the WHO was trying to get people to institute social isolation was on the small possibility that the first phase could be extinguished but whether it would have worked or not is not known since governments refused to follow their guidelines so the cat is out of the bag and we'll never know if it could have been stopped. At this point, we strap in, prepare with emergency supplies and hope this virus stays just the same virulence.
