What would be the harm in attaching several stern conditions on the aid?

Without the aid, Pakistan would cease to exist the way it is. So its leaders who are constant beggars will accede.

I find it painful that my tax dollars are going to arm a tinpot terrorist country which would use those arms against my friends and family in India.

The very fact that Pakistanis don't want conditions such as no terrorist attacks against India speaks of their real intentions.
