19. No they were not.
Gore was down in most polls before election day. Everyone expected Bush to win the popular vote. The question was whether Nader would
get enough votes in swing states to make Bush the el. college winner too. Rove was shocked by Gore's 72-hour turnout operation. After the
election they spent millions to study it and then applied it in 2002 and 2004.

Kerry was not ahead, either. At best he was running within the margin of error. The last Gallup before election day showed a dead even race.
