This is not any kind of victory. Rove is gearing up for the 2008 race. His formally leaving the white house helps Bush in the public light, but Rove is still free to provide the EXACT SAME SERVICES HE ALWAYS HAS in private.

The only victory would be a criminal conviction and jail time for Rove. That would do something to stop his work. As it stands, he's just changing locations, doing the exact same work he always has, only now he can do it almost totally outside of the light of media scrutiny.

Yet another win for the White House.
