5. I am sooooooooooooooo torn on this issue.
In our free Democratic Republic once you've paid your debt to society you're supposed to be able to return to the fold, but with the recidivism rate being so high for sexual offenders it seems like you're playing russian roulette with children's lives. I'm especially bothered with the knowledge that most sex-offenders were one-time victims themselves.

With today's technology, I wonder if a less intrusive answer might be some sort of monitoring device for sexual offenders that can remian hidden from society. It would let officials always know the whereabouts of such offenders should a child go missing or be assaulted while at the same time allowing those that are trying to reclaim some sort of life an opportunity to do so. Even this is an imperfect soution as it opens the door to Big Brother scenarios.

This is definitely a lose-lose situation. Any other bright ideas?
