I doubt Bin Laden would realize that his act could produce the opposite effect.
Public opinion is an extremely fickle thing, noone predicts it with 100% accuracy. Trying to strategize how a foreign society would react is next to impossible.
Hell, 9/11 itself was the best thing ever for Bush; do you think Bin Laden intended to bolster Bush's ratings?
