Apparently, it goes like this.

Undercover officers (US ones) posing as 'terrorists' in the US contact a British arms dealer, and ask him to obtain a SAM for them.

Hapless British arms dealer goes to Russia to try to buy a SAM. Russian arms dealer with missiles for sale is also in on the sting (working with Russian police), suggests that arms dealer would like to use it to blow up Air Force One.

Fake missile is delivered, arms dealer is busted.

So, did they bust anyone trying to assassinate the President? No.

At best, they busted a shady arms dealer, and I'm always happy for shady arms dealers to be busted, but there was no plot to kill the President.
