1. Hell, if we kidnap them and torture them for 8 years, and after all of that
there is no evidence to convict them of anything, then they can't go to jail anywhere.

It's understandable that no other country is going to want to clean up our mess by taking in people who have been severely traumatized by 8 years of torture. There is no telling what the long-term repercussions and needs of these people will be.

So the US is in the position of being responsible for these people and having no other choice. We are responsible for these people now. If they have no place else to go then We are going to have to Keep Them. That means bringing them here, inside our borders and setting them up with lives. Apologizing for having locked them them up and abused them, and hoping that they are willing to live quiet and peacefully hear for the rest of their lives.

If we were still an economic superpower we could have offered some poor ally a huge amount of money in foreign aid to take them in, but at this point we're the country begging for trade deals to bring in revenue. We don't have the economy anymore to make any offers.
