11. This is the deal. Because Special Education has been underfunded by the Fed's for decades...
in the last 5-8 years the Fed's made a deal with the states. Basically it goes like this, schools can charge Medicaid for services such as in school school social work, evaluations, speech and language services, OT and PT. This is not Medicaid money that takes away services for kids at a Doctors office or a Dentists office.

So basically this means that the Fed's will return to funding special education, a federally mandated service, at about a 40% level and no reimbursement from the Federal government.
