US Secretary of Defence Donald Rumsfeld "needs a good lawyer'' following a general's sworn statement linking him to the torture of a detainee at Guantanamo Bay, Human Rights Watch said. The alleged torture took place in late 2002 and early 2003 and Rumsfeld could be criminally liable.

An Army Inspector General's report of December 20, 2005 obtained by Salon.Com contains a sworn statement by Lt Gen Randall M. Schmidt that implicates Rumsfeld in the abuse of detainee Mohammad Al Qah'tani...
"It's not just this case but the entire interrogation tactics used have ended up with assaults and violations of law.

"Nothing like this has ever happened before. We have had cabinet officials indicted before but usually in regard to fraud. We need a special independent prosecutor to look into this.''...
