Kerry says U-S lacks strategy for pulling troops out of Iraq

Kerry tells N-B-C the huge U-S force in Iraq is hindering the transfer of power to Iraqis. He says the American deployment delays the "willingness and ability of Iraqi troops to stand up."

But Kerry says the president doesn't have a plan to cut the number of troops or transfer responsibility. Bush has refused to set a withdrawal timetable, something Kerry says is essential.

Kerry says transferring power to the Iraqis "is not as complicated" as some people think it is.

And Kerry says the solution is political, not military. He says "no gun no soldier" will end the violence.
