It will be transparent to everyone at the UN that Bolton got in on a technicality, and his effectiveness as an ambassador may be limited.
What's really important is that finally the Democrats in Congress got their act together and did all they could within the rules to keep Bush from getting his way. This is a small victory, but an important one.
