That Rove and Bush have so carefully constructed.
The cynical side of me will go further and suggest that these might be internal special ops designed just to agitate the populace and keep people on edge.
Before you flame me on that last comment, consider how easily Bush lied America into war. Is it really that hard to believe that he and Rove would be above internal black ops.
