Italian Prime Minister Silvio Berlusconi has been ordered to stand trial on charges of abuse of power and paying an underage
Moroccan girl for sex. The 74-year-old billionaire, who denies any wrongdoing, could face 15 years in prison if convicted.

the term may easily have existed prior to the joke. In fact, it makes more sense (to me) if the joke was made to take advantage of the term.

I don't think I've ever seen a picture of Berlusconi until I clicked on the link. Gawd, he's a mean-looking bastard! One look at that evil face and it's not hard to understand why he has to pay for it.
