1. The Mann Act version spoken of in your OP is not an "old racist law".

Jackson would have been charged under the 1986 amendment that specifically protected minors.

Yes, the original 1910 law was occasionally abused to prosecute black males who were involved with white women. The Mann Act has been amended (a couple of times) since then, and Jackson would (obviously) have been charged under the current version.
