My understanding of the law is that requests for recount
are due the day after the canvass,in writing.
Canvass is set for Nov 17th, according to the Independent Tribune.

However, if the canvass of the provisional ballots benefits Kissell over Hayes,
it is possible that Hayes might be the one requesting a recount.
The 8th Congressional district crosses ten counties, some that have
touchscreen machines with the thermal paper trail, and
some with the optical scan paper ballots.
The ten counties are: Anson, Cabarrus, Cumberland, Hoke, Mecklenburg,
