The event began at 6 am with a ceremonial handing over of the national flag to the Minister of Internal Affairs and Justice Ramón Rodríguez Chacín, alongside other members of Venezuela''s Cabinet, high-ranking military officials and other distinguished guests.

Following the singing of the National Anthem, a ceremonial signing took place headed by Minister Rodríguez Chacín, Defense Minister Gustavo Rangel Briceno, Culture Minister Hector Soto and Education Minister Hector Navarro.

At the end of the ceremony, Defense Minister Gustavo Rangel Briceno sent the following greeting to the people of Venezuela.

"Glorious, dignified people, today July 5, 2008 we celebrate another year of the signing of the Act of Independence; an independence that in the 1800s was incomplete.
