The Pentagon should, if they can not give a documented evidence about where the money went - even if it is in to "black op programs" had to answer to the money they have not been able to tell where is going..

Other institutions, who waste money, have to pay back by working in tighter budgets for a while - and in the case of the Pentagon I guess a smaller budget would do well as it is a few programs out there, who I doubt is necessary for the defense of the United States..

In a worst case scenario the US could go the same way as the USSR, who in the 1970s and 1980s was spending more than 60 percent of the BNP on military hardware in a way to stay at the same level as the US did... Billions of dollar, who could, and should had been used to make the life better for the civilians in Russia, was used primary to build weapons - who could have ended the world as we know it... Thankfully the Cold war ended with a vimp rather than a Bang - and the weapons race was over - of sorts..

But I guess - many have not yet discovered the fact, that USSR have been dead for more than 20 year now - and still believe they live in a cold war scenario...
