5. Hastert rule

The problem here is the so-called Hastert rule that the House GOP adopted when Dennis Hastert was speaker. It holds that a bill won't be brought for a vote unless a majority of the Republican caucus favors it. In effect, it gives the Republican hardliners veto power.

So the question is: does John Boehner have the courage to defy the Tea Party, break the Hastert rule, and pass something with a minority of Republicans and a majority of Democrats. Given his track record, I'm not hopeful.
