but I think we're not really agreeing, if I'm reading your other post in this thread correctly.

My comment was asking why bother having an investigation if the results will be that no one was responsible for anything? Why would anyone assume, before an investigation, that will be the result?

The purpose of an investigation is to determine if there was a failure by someone at some point, in some fashion. Not necessarily a culpable guilt, but a break-down of procedure or something similar that needs to be rectified in order to help prevent a future tragedy.

Deciding before hand that no one will be found culpable in any fashion (exonerated) makes an investigation moot, and at that point it would be easier to just say "no one is responsible for anything to do with this incident" and move on.

That wouldn't be right, though. Regardless of what the RW is squawking about, people died and their deaths deserve to be investigated - if only to assure that whatever the causes, they are anticipated and addressed should they happen again.
