1) With the exception of Lebanon (and as of 1991, Kuwait) every nation on earth that hosts Palestinian refugees has offered them citizenship. Jordan has granted them de facto citizenship since the 50's (which is different from de jure, becuase...)
2) whether or not a refugee becomes a citizen of their host state is wholly up to that refugee. Not Jordan nor any other nation can legally go "okay, you're all citizens now." They could - as Jordan - grant them rights equal to citizens, but can't actually make them citizens without the consent of the refugees.
3) becoming a citizen of a host state annuls the refugee's status and rights as a refugee. Their right of return, for starters - if one of the Somali or afghan refugees here in Seattle decides to become a US citizen, they forfeit any right to return to their home in Somalia or Afghanistan, if either nation decides to bar them - Somalia can go "no, you are American, live in America."
The only state forcing Palestinians to live as refugees is Israel, by denying their rights as refugees. it has been doing so since 1950, and always for the same reason - to maintain the rewards of ethnic cleansing.
