however, if you are of limited income and have to pay a fine, there would certainly be less for the collection plate if that is the direction of your train of thought.

I believe that they were pointing out the fundamental unfairness in the placement of speed cameras and that they are mainly used to generate income for the municipalities as opposed to actually increasing safety.
