Gaza is not occupied by Israel. The IDF left in 2005, and most non-Palestinian civilians went with them. In 2006, at the urging of the American government, Gaza held elections that put the paramilitary organization Hamas into political power. Hamas retained power in the 2010 elections.
The increase in missile attacks on Israel came shortly after Hamas and Fatah (the Palestinian political power in the West Bank) announced their unification. There will be a general Palestinian election in the fall.
I think it is possible that both Hamas and Israel are trying to create a "Wag the Dog" situation to influence the upcoming elections.
