Governor Beebe has every right to veto this legislation.

I wonder, though if the real reason he is hemming and hawing about this, has to do with the Democrats' prospects in the next gubernatorial election, given that the R's now control the legislature for the first time since Reconstruction. The conservatives definitely have the upper hand in the state right now, and given the number of one-issue voters in the state, Beebe might be thinking about a potential backlash that could usher in Governor Hutchinson in the next election.
