Are the strategic rocket forces in any better state of repair than the Russian army, navy, and air forces?
In his 20+ years of "rebuilding" their forces after the post-Soviet collapse, he let corruption flourish as long as things looked good for the cameras. There were a couple of showboat units that could be paraded around for international PR purposes, but actual readiness for the bulk of them was an afterthought.
There's a reason why he won't let inspectors in, and it's certainly not to show off how strong he is. It's to hide how weak and in disrepair they are.

You can add to that the US REPO Act and similar European moves to divert frozen Russian funds to Ukraine

Russia can't beat Ukraine but wants to challenge NATO. The only thing he could do is use nukes and that would be MAD.
