The story involving Obama was from his memoirs. In other words he remembered it and owns his actions - with actual regret.
Willard says he doesn't recall. I think it is safe to say he's lying about not remembering. Of course, worse still, is if he actually did forget. For any normal person an act such as Willard's is almost impossible to forget. If Willard has indeed forgotten, that says volumes about his character.
I think this is an excellent comparison of Willard to Obama.
