If Republicans hold the house, get 50 senators and the White House (God forbid), it could be the first thing he does after being sworn in.

It could already have passed the House, the Senate could be called into session, the new VP breaks the tie, and the new President signs the bill.

Highly unlikely, but certainly possible.
