(20,634 posts)37. There are constraints, but we are not close to hitting those constraints.
In particular, our productive capacity is severely underutilized due to the high level of unemployment.
We can put people back to work and it doesn't have to involve increases in energy consumption. Unemployed people are still using energy, driving around, eating, etc.
