There is NO Rule that states that one must provide a solution to every problem (thank gawd).
It is enough to Define the Problem and call attention to The Problem.
Assigning Responsibility is Step Two.
Solutions will follow.

Of course, one "solution" would be to cleanse DU of those who call attention to The Problems.
Historically, some communities have used this approach.
Historically, those communities have never ended well.
