JKF was 43 when elected president. We're talking VP here, right? So, yes I think 40 is just right (he is 40 now - will be 42 in Nov. 2016) for VP.

I think at the time, it was a major consideration. After all, Biden couldn't pull in lots of votes

Yes. The 22nd Amendment limits someone being elected President to two terms, but says nothing of VP.
