56. I absolutely agree. But this OP says that Pres Obama wants to "track" the equipment.

He didn't say he wanted to stop selling it to the police, although he has that power as CIC. He didn't say he would see the equipment would go to the National Guard. What he did say is that he would issue an Exec Order to have the equipment better tracked. BETTER TRACKED. In other words, nothing will change.
