I've searched for both English and Russian text to no avail, and it would be in Russian and possibly Ukrainian languages anyway. Maybe a little too old to make it into the Slavic cyber age.
These "selected articles" are the result of "the heroic efforts of the University of Chicago law librarian, Lyonette Louis-Jacques" according to the Eric Posner site.
Edit: Actually, it looks like the Posner site has a link to the treaty itself housed on the Ministry of Foreign Affairs of the Russian Federation web site but the document has been deleted.
