Scalise was speaking at the Conservative Political Action Conference on a panel discussion about income inequality.

Republicans have been critical of the Obama administration's policy toward Russia since President Vladimir Putin inserted troops into Ukraine.

Sen. Lindsey Graham (R-SC) said Sunday that "we have a weak and indecisive president that invites aggression." Graham also blamed the situation in Ukraine on how President Obama handled Benghazi.

Sen. John McCain (R-AZ) also remarked in February that "the naiveté of Barack Obama and John Kerry is stunning."
