Arkansas-based political science professor Diane Blair, one of Clinton's "closest friends" who died in 2000, kept memos, correspondence, diaries and records of conversations with the Clintons going back to the mid-1970's. The Washington Free Beacon accessed those files, which have been open to the public since 2010, at the University of Arkansas and reported on them for the first time.

I'm curious as to why those files are kept at the University of Arkansas though...why not given to Secretary Clinton?
