58. Why is a 13 year old sans parents in another country for vacation?

And of all Places Mexico isnt the safest anymore, though with her own platoon of automatic weapon armed Secret Service she will be safer than most others in the country. Seriously, this was not a good judgement call on Barack and Michelles part.
