Without the votes in the House and Senate the most liberal President will be seriously hamstrung. Everytime.

Democrats dominate 13 states, Republicans dominate 26. There are more of us, but the system in set in favor of small/rural states and skewed even further by "clumping" of Democratic voters in super majority districts.
