I think you're right.

What people don't understand is that for the more than two dozen states without personal sites the Healthcare.gov site is the primary site where it gets done (for Colorado or California, you're redirected to other websites; Colorado just got its working, after nearly two days). So Healthcare.gov is basically having to deal with many states at once.
