...no "disarray." Clearly, Democrats are standing united against chained CPI, and the President continues to insist that it is an attempt to get Republicans to compromise. From the OP

In his most recent budget proposal, Obama included a measure to reduce the cost-of-living adjustment related to senior and veterans benefits as a compromise offer to Republicans

The proposal is going no where because Republicans don't want to own it.
