That court ruling filed against the state of Alabama for diluting the voting power of the city of Birmingham. That is how we got one man, one vote.
The modern techniques still give one man one vote. What they do is slice Democratic strongholds into several districts, while keeping Republican strongholds within a single district.
There is no time in the history of this country a President did not win the State that he won the popular vote in this country.
Forgot about 2000, huh?
If you can select a President with you theory on districts, then why not electing both Senators and the Governor that way too?
States are free to select their governors any way they'd like. The 17th amendment specifies that senators are elected via popular vote.
