"Seems like Biden had to do -- and did -- a lot of reassuring that Dems will NOT negotiate FOR debt limit increase." that does not sound at all like "the Dems will NOT negotiate with the Republicans when it comes to the debt limit."
Seems like the second tweet was a clarification of the first tweet
