In 2011, for example, there were 518,625 license holders, and they were responsible for 120 convictions, ie, a rate of 23 per 100,000 compared to the general public over 21 yoa (minus the number of CHL holders) which had 63,559 convictions, for a rate of 362 per 100,000. 2.87% of the population over 21 are CHL holders, and are convicted of 0.1884% of the crimes committed in 2011.
eta: I chose rate as a comparison, because it's an apples to apples look at the two groups within each population. It would be silly to compare straight percentages, that would be skewed to the pro-CHL side.
