He responded to the President's news conference where the President stated that if they had a problem to come after him, not Susan Rice, the UN Ambassador.
That must have made Graham mad? He responded almost immediately that "Yes, he thought the President was responsible for Benghazi". No Republican had dared to go there before but Graham gave away their strategy. Benghazi = Impeachment. That is their goal and Graham as much as said so.
