Corporal punishment is still legal in US public schools in 19 states

More than 160,000 children were disciplined using corporal punishment in public schools in the United States in the 2013-2014 school year, according to data recently released by the U.S. Department of Education. School corporal punishment, which typically involves striking a child with a wooden board or paddle, is currently legal in public schools in 19 U.S. states. A new Social Policy Report, published by the Society for Research in Child Development, has found that Black children, boys, and children with disabilities are subjected to corporal punishment with greater frequency than their peers.

Ocean warriors unveil new high-speed ship against Japan whalers

With its distinctive pirate-like flag flying from the mast, the sleek, high-speed concrete grey Ocean Warrior is the latest weapon in a bitter war between marine conservationists and Japan's whaling fleet.

"The one thing that we were missing in our fleet was a vessel with speed and endurance," said Alex Cornelissen, chief executive of Sea Shepherd Global. "With the Ocean Warrior, we have a ship that can outmatch any poaching vessel on the high seas," said Cornelissen, also the captain, giving AFP a tour of the ship before its departure from the Netherlands this weekend bound for Australia.

"We are now able to follow them anywhere they go and even run away if they become too aggressive."

Bought at a cost of 8.3 million euros($9.3 million) funded by public lotteries in Britain, The Netherlands and Sweden, Sea Shepherd Global is counting on the vessel in its upcoming battle to save the whales in the icy waters of the Southern Ocean.

BREAKING: DISNEY CONSIDERING BID FOR TWITTER

The Walt Disney Company is evaluating a potential bid for Twitter, Bloomberg reported on Monday, citing people familiar with the matter. After receiving interest in discussing a deal, Twitter has started a process to evaluate a potential sale.

Speculation that Twitter will be sold has been gathering steam in recent months, including last week’s news of Salesforce’s interest, given the social-media company’s slumping stock and difficulties in attracting new users and advertising revenue. Disney, the owner of ABC and ESPN, could obtain a new online outlet for entertainment, sports and news. Jack Dorsey, chief executive officer of Twitter, is on the board of Disney.

“Twitter was positioning for sale for some time,” technology industry analyst Rob Enderle of Enderle Group said. “The problem is, since they are not profitable, finding someone to actually pay money for them.”

Feds finalize rule to re-establish government-to-government relations with Native Hawaiians

The U.S. Department of the Interior announced Friday morning that Native Hawaiians are eligible for form a sovereign government that would have the same rights as Native American tribes.

The proposed rule would make Native Hawaiians eligible for federal recognition. Officials say it’s not “automatic” federal recognition, but lays out the path to receive direct relations if they so choose. The so-called rule -- known as “Part 50” – leaves it up to the Native Hawaiian community to determine what a government, if any, would look like and what its agenda would be.

“This final rule provides the Native Hawaiian community with the opportunity to exercise self-determination by re-establishing a formal government-to-government relationship with the United States,” U.S. Secretary of the Interior Sally Jewell said in the announcement.

Opponents, however, wasted no time in blasting the rule. "It's not self-determination, and it undermines our right to self-determination, and it undermines the Hawaiian community voices that have loudly said 'no,'" said Healani Sonoda-Pale, one of the founding members of the group Protest Na'i Aupuni. Based on previous draft rules, Native Hawaiians would be able to form a sovereign government with rights similar to those given to Native American tributes. At least 50,000 Native Hawaiians would have to support such a government before it could negotiate with the federal and state governments for land and other benefits.

"That's a joke, because basically the only form of government is a federally recognized tribe that is managed by the Department of the Interior," said Sonoda-Pale, adding that she doesn't trust the department.

Capsized Migrant Boat: Egypt Arrests Crew Members

Egyptian authorities have arrested four crew members of a boat carrying almost 600 migrants which capsized off Egypt's coast, killing at least 43, judicial sources said on Thursday.

The boat sank on Wednesday in the Mediterranean off Burg Rashid, a village in Egypt's northern Beheira province where the sea and the Nile meet. Rescue workers have so far saved 169 people, which means the death toll could hit several hundred.

Prosecutors ordered the crew members jailed for four days while an investigation takes place. The rescued migrants have been released.

Egyptian Prime Minister Sherif Ismail pledged the government's full support for the continuing rescue mission and said those responsible must be brought to justice. The military said in a statement it was conducting the rescue operation.

The boat had been carrying Egyptian, Sudanese, Eritrean and Somali migrants, officials said. It was not immediately clear where the boat had been heading, though officials said they believed it was going to Italy.

US astronaut will vote from orbit if homecoming is delayed

The lone American in orbit will end up voting for president from the International Space Station, if her homecoming is delayed.

NASA astronaut Kate Rubins said Thursday that she doesn't know yet whether she'll return to Earth in late October as planned. The Russians have delayed the next crew launch for technical reasons. It was supposed to take place Friday, but it's off for at least a month.
Rubins and her two crewmates—a Russian and Japanese—can't come home until the next three-person crew arrives. NASA likes to have an overlap of several days, if not more.

Rubins told The Associated Press she got an absentee ballot before she rocketed away in July, just in case. When she's not in space, home is Houston, Texas, but in this case, the absentee ballot lists her address as "low-Earth orbit."

"It's very incredible that we're able to vote from up here," she said, "and I think it's incredibly important for us to vote in all of the elections."

Feds side with Anaheim Police over secret stingray cell phone tracking

The U.S. Justice Department has sided squarely with the Anaheim Police Department in an ongoing civil liberties legal battle over clandestine cellphone-tracking technology that is increasingly being deployed by law enforcement agencies.

Federal prosecutors argue in a recent court filing that police in Orange County’s largest city properly withheld key details about the equipment from the American Civil Liberties Union of Southern California. The group has sought public release of records on the devices in an 18-month-long case pending in Superior Court.

At issue are extensive redactions made last year to a batch of documents provided to the ACLU. Those records involve devices, initially developed for intelligence agencies, that imitate cellphone towers and can trick mobile phones into connecting to them instead of to the towers.

Waianae man charged with threatening to kill Hawaii members of Congress

Federal agents say a former Waianae man was threatening to kill Honolulu Congresswomen, U.S. Rep. Tulsi Gabbard and Sen. Mazie Hirono, and shoot at people at the Prince Jonah Kuhio Kalanianaole federal building.

Keahiokahonua Stewart, 36, is from Waianae, but now lives in Tennessee. He was arrested in that state Friday morning by the FBI and U.S. Capitol Police. Within hours of his arrest, Honolulu federal agents were at the home of Stewart's parents on Leihoku Street. According to Matthew McDonald of the Honolulu FBI office, they were executing a search warrant, assisting the mainland authorities.

Federal court documents say Stewart was sending emails and posting threatening messages on social media. The complaint says Stewart started contacting various government officials years ago, because he thought his social security number was being used by someone else, another soldier, and that was making it difficult for him to get his veteran's benefits.

Only Hawaii News Now was there as the FBI and ATF searched the family home where Stewart reportedly posted that gun silencers were being stored. The court documents also say, a Walther PPX pistol, was sent to the address. And in a separate post, the complaint says Stewart posts, "My other baby going to Waianae!" referring to a disassembled A-R 15 rifle.
