Thanks to creepy Dick Morris, we know a lot more about the circumstances surrounding HRC private server, which was registered and set up by Bill's aide Justin Cooper, a young man with no government experience or security clearance.
Here's a clip from the story.
Cooper obviously had the authority, access, and ability to access and shut down the server used by State Department employees, diplomats, and ambassadors to communicate with the Secretary of State. And apparently the server was also used by Bill Clintons aides for his business, as we reported last September.
The Clintons are very interested in Coopers legal issues. Columnist Monica Crowley reported that the Clintons are now paying Coopers legal bills. Thats interesting, isnt it?
The all in the family approach of the Clintons to the operation of the private server makes a mockery of security. Not only could anyone with even minimal levels of skill hack into her server through her Blackberry (that she carried with her into high risk countries despite the explicit warnings of security officials that she wrote about in her own books), but an aide who worked for a former president, who was aggressively courting foreign countries for donations and for a private consulting firm soliciting foreign governments as clients had access to the State Department email server.
But the broader implications of the IG Report about Coopers intimate connection with the Secretary of States email server suggest that Hillary and the former president operated an off-the-shelf rogue operation out of Bill Clintons office and possibly the Clinton Foundation that had the potential access to all the governments secrets that passed through the Secretary of State.
Hillary went to great lengths to keep the server secret and out of the reach of the State Department and the Freedom of Information Act.

I do not know if Morris is referring to Cooper in that bolded sentence, or to Doug Band, another WJC aide who did his own pay to play, selling access to Bill Clinton for his own profit and power.

(15,740 posts)While not named in the report itself, the non-Department aide referred to is apparently Justin Cooper, longtime aide-de-camp to the former president. Cooper had no security clearance and no expertise whatsoever in safeguarding computers. He helped Bill Clinton research two of his books, frequently traveled with Clinton, was involved in Clinton Foundation fundraising, and, at the same time, worked for Teneo the sprawling investment banking, political consulting, and PR firm that started on Hillarys tenure. Teneo paid Bill Clinton, Huma Abedin, Doug Band, Justin Cooper. The firm was founded by two former State Department employees and then hired four more.

The New Republic described "the extent to which Teneos business model depend[ed] on [Band's] relationship with Clinton" as "striking".[3] Clinton ended his relationship with Teneo on February 2012.[25] Doug Band's longtime advisor relationship with Clinton ended in 2013 after concerns that Band had leveraged his ties with Clinton too much for his own business interests with Teneo.[3]
During the latter half of 2012, Huma Abedin was working as a paid consultant for Teneo, while also working as special government employee for U.S. Secretary of State Hillary Rodham Clinton.[26] In July 2013, Senate Judiciary Committee Chairman Chuck Grassley (R-IA) initiated an investigation into Abedins activities and pay during that period.[27][28][29] In November 2015 the New York Times reported that in a letter to Senator Grassley Teneo stated that prior to Ms. Abedins hiring it had required her to sign an independent contract agreement that she would avoid any work that could potentially pose a conflict with her role at the State Department. We have no reason to believe any of her activities as an independent contractor were inconsistent with the commitments she made in this regard, wrote Mr. Kelly according the media report. [30]

(36,418 posts)I wouldn't ordinarily touch anything that comes by way of Morris, who is a gun for hire who has worked both sides, but this contains some interesting information most of it drawn out of the footnotes of the IG Report, so I will comment on this. Will try to pin down whether Cooper actually is the aide identified here.
It was Cooper who initially opened and registered the private server and it was he who apparently maintained its security. But that wasnt the end of it.
The Inspector General report indicates that on two occasions, Cooper suspected that the server had been hacked and that, on one of them, he actually took it upon himself to shut the entire server down. (Hillarys aides deny that it was ever hacked, but emails from Cooper belie that assertion). Indeed, both hacking attempts came while Hillary was traveling abroad in locations of dubious security the UAE, Bosnia, Serbia and Algeria. Her server was especially vulnerable to hacking on her foreign travels when she carried and used her Blackberry which was linked to her server.
The IG Report states that on Jan. 9, 2011, the Bill Clinton aide who registered the clintonemail.com domain who was Justin Cooper notified the Secretarys Deputy Chief of Staff for Operations [Huma Abedin] that he had to shut down the server because he believed someone was trying to hack us and while they did not get in I didnt [sic] want to let them have the chance to.'
Cooper wrote another email to Abedin later in the day stating that, We were attacked again so I shut [the server] down for a few min. Abedin emailed another top Clinton aide the next day urging them to not email anything sensitive to Clinton. She also offered to explain more in person. Abedin did not report any of the hacking issues to anyone at the State department, as was required.

Cooper began working in the White House as an intern in the Office of Science and Technology Policy and later in the Oval Office. He was later hired as a Staff Assistant for Oval Office Operations.
Post-Presidency
Clinton asked Cooper, along with Doug Band, to move to New York to play a critical role in his post-presidential activities.
Cooper has served as senior aide and advisor to President Clinton, becoming a critical member of Clinton's post-presidency cadre of advisors. In his current role, Cooper has traveled with Clinton on hundreds of trips domestically and internationally. [2] [3]
Cooper is frequently credited with assisting President Clinton in editing and recounting his autobiography detailing his formative years and tenure as President in his memoir My Life. President Clinton notes Coopers critical role in the formation of the memoir in the first sentence of the books Acknowledgments. Cooper was integral in transforming Clinton's those thoughts into an organized narrative.[4] [5]
He played a similar role on Clinton's second book, Giving.[6]
Cooper who has a close working relationship with Secretary of State Hillary Rodham Clinton and her senior most advisers since their White House days, including Cheryl D. Mills and Huma Abedin, is often responsible for briefing and advising the President on a range of issues including finances, business matters, public relations, politics, the Clinton Family Foundation and the Clinton Foundation's initiatives as well as the Clinton Global Initiative.
In addition to his noted role in the publication of Clintons memoirs, Cooper is also a frequent travel partner of the President. Most notably, Cooper accompanied the Presidents delegation to North Korea when Clinton successfully secured the release of two American journalists, Laura Ling and Euna Lee, in August 2009.[7] [8] [9] [10]

The only thing that might be significant about Morris' story is that Cooper doesn't have a security clearance, and that isn't otherwise established.

(2,398 posts)This could be the most important thing to come out of the IG report, the revelation that Justin Cooper was so involved.
And don't worry about the Dick Morris connection. Yes, he's a right wing weirdo, but all he's doing is putting together the info from the IG report. And yes, it's definitely Cooper mentioned in the report. The report almost never names names, but it leaves enough info for people to figure out who is being referred to. In this case, the person being talked about is the one who registered Clinton's server, and previous news reports identified that as Cooper, and other details mention could only apply to Cooper.
Why is this so important? As Morris points out, it's highly likely that Cooper had no security clearance, since he never worked for the US government. He was basically Bill Clinton's personal assistant, which meant the Clintons trusted him, but he had no legal authority to look at classified information. And yet he helped manage Clinton's private server, which contained above top secret information!
Here's my theory on why he was involved. Bryan Pagliano was the main person to run the server, but he had a full time job working for the State Department in Washington, DC. (And the IG report reveals that he was managing the server during his business hours in that job, another big no-no.) Most of the time, Pagliano could deal with server problems remotely. But from time to time, one had to deal with the problem by physically interacting with the server. That's where Cooper comes in. My theory is that Cooper was usually where Bill Clinton was, which meant the Chappaqua house where the server was located or in nearby New York City (less than 100 miles away). So the IG report notes that when the server had to be physically shut down and then restarted due to a hacker attack, it was Cooper who did it, not Pagliano.
And that would have been fine if Cooper had the proper security clearance to have access to the info on that server, but there's no evidence so far that he did. This could put Hillary Clinton in great legal jeopardy, because it meant she willingly exposed the entire contents of her server to someone she knew shouldn't be seeing that information.
It's been reported by The Washington Times that the Clintons have been paying hundreds of thousands of dollars of Cooper's legal bills. That didn't make sense to me. Why would he have such high legal bills in the first place? But now that makes total sense. Although the mainstream media has totally missed it, it's likely that Cooper (along with Pagliano) is a key part of the case the FBI is building against Clinton.
It would be great if people here could dig up more info on Cooper. For instance, when did his ties to The Clinton Foundation and Teneo begin? It seems he was deeply involved in some of the Clintons' corrupt quid pro quo arrangements, which makes his access to all that classified information that much more disturbing.

I think he may be the soft spot for a federal probe, because he was cut loose by the Clintons for selling access to Bill for huge bucks and power for himself. He seemed to skirt the law himself, which makes him vulnerable to questioning.

No IT expertise and, more damning, no security clearance.
But it's all okay because they had secret service guarding the the doors and windows.

In 2009, while Ms. Mills held the second most powerful job at State, she also represented New York University as it negotiated with officials from Abu Dhabi in the United Arab Emirates (UAE). The school was preparing to open a campus there funded by the Abu Dhabi government. The campus opened in 2010 and welcomed Bill Clinton as a speaker at its inaugural commencement ceremony in 2014.
According to the Post, Ms. Mills was not paid by the U.S. government during the early months of the new Obama Administration, but was instead officially designated as a temporary expert-consultanta status that allowed her to continue to collect outside income while serving as chief of staff. Outside of the Clintons and their staff, who else thinks its a good idea for senior State Department officials to be paid by private institutions to cut side deals with Middle Eastern dictatorshipsor any foreign governments?

And he wasn't talking about the infamous server at the Clintons' residence. The no-password computer was to be a desktop computer in Hillary's office at State that would not be connected to the State networks but just to the internet do it could be used for checking email. Just finished reading Lukens' deposition and that's how I understood it. And of course that's based on his deposition, which may or may not be accurate and truthful.
But maybe there's some separate and different report about there being no password on the server - if so would appreciate knowing the source because this would be important to know.
