I quite often get flashes of the blue box for jury duty but it only flashes

and then is gone, then will flash again as I enter another commentary. This time I came to DU Community help to ask why this is happening and the blue box showed up and stayed so I completed it. Is this is what is supposed to happen, if the blue box flashes we are to come to community help to participate? Seems a very awkward way to conduct jury requests.

I'm not sure why that would be happening. If a section of the page is loading and then disappearing, and it's happening intermittently, my first guess would be that you may be running a browser extension which is attempting to block that piece of code for some reason. Are you using an ad blocker? There's a chance that an ad blocker or some other kind of content blocker could produce this result.
