insecure. Why? Budgets. With hackers, especially ones funded by foreign governments, becoming more and more sophisticated, establishing and maintaining adequate security is a tough job. If you don't budget for it in a serious way, your systems are going to be vulnerable.

Even the federal government has huge problems with system security.

So, none of this surprises me at all. In fact, I suspect that other states have been compromised, but don't know it yet. Other systems, too, like DMV systems, which contain vast amounts of personal information, one of the main targets of hackers.

It's a new world in computer and data security. Most organizations simply are not keeping up. It's very expensive to do.
