Are Republicans rigging a U. S. Congressional Race?

Something very felonious is apparently happening in my Congressional district.
Oregon mail-in ballots are being altered by Republican election workers.
With the report alleging "election fraud" in Oregon City, some serious questions come to mind:
"Which races are impacted?"
Is one of them an oft-contested U. S. Congress seat?
Drawn as a contested rather than partisan district,
Oregon District 5 was created January 3, 1983.
United States House election, 2010:
Rep. Kurt Schrader 145,319 51.25%
Scott Bruun (R) loser 130,313 45.96%
History:
Denny Smith .... Republican January 3, 1983 January 3, 1991
Mike Kopetski ... Democratic January 3, 1991 January 3, 1995
Jim Bunn ......... Republican January 3, 1995 January 3, 1997
Darlene Hooley . Democratic January 3, 1997 January 3, 2009
Kurt Schrader ... Democratic January 3, 2009 present incumbent
"How extensive was the fraud?"
How many ballots were altered? Can this be determined? Will the election be valid or thrown out?
"Is this an isolated case or is the person who got caught part of a larger pattern?"
How can we know this? Can the election still be trusted, or must we start over?
With just a few days remaining before the ballots are counted, Oregon election officials certainly have a huge problem to consider, a major felonious crime of unknown scope. The biggest question is the OP, of course:
"Are Republicans rigging a U. S. Congressional Race?"
