New York State redistricting...you can't make this up

The (Republican) Senate Majority Leader has actually submitted a letter to the Federal Judge overseeing the Congressional redistricting process (because, naturally, our Legislature was completely incapable of doing it themselves) that claims that "Incumbent Protection" is a legitimate goal to take into account in drawing the lines....

Though almost all congresspeople in NY are Democrats.

Skelos' argument appears to be that Incumbent Protection = Seniority = goodies for the State.
