Nevada state convention delegates choose district delegates

Delegates and Alternates will be selected by a caucus of a state
convention delegates from the unit who sign statements of support for
that presidential candidate in their Congressional District Caucus.

According to Green Papers, the State Convention delegates will be chosen May 14th and 15th from the county delegates chosen today.

7. Fair Reflection of Presidential Preference
a. Caucus/Convention Proportional Representation Plan (Rule 13.A, Rule
13.B & Rule 13.D)
Nevada is a caucus/convention state. Accordingly, delegate and
alternate positions shall be allocated so as to fairly reflect the
expressed presidential preference or uncommitted status of the

caucus participants in each district. Therefore, the national
convention delegates elected at the district level shall be allocated
in proportion to the percentage of the caucus vote won in that
district by each preference, except that preferences falling below a
15% threshold shall not be awarded any delegates or alternates.

The national district delegates are chosen in proportion to the state convention delegates in that district.

This is ripe here for a special bylaws committee if Clinton thinks it's worth it (probably drafting post-primary proceedings under Rule 13 as I type this). Odds are the Clinton campaign lets it go unless Sanders gains significant ground in NY. It's an embarrassment to be sure.

Anyone whose been through the state convention process would know that your work isn't done just by going to your precinct convention. On the contrary, it's just begun.

Except for a lot of Hillary's delegates in Nevada, I guess. I guess they really are done.

The only thing this changes is that maybe some Sanders supporters have to go to the convention as Clinton delegates, which is unlikely to happen, because they wouldn't want to do that anyway.
