a. Caucus/Convention Proportional Representation Plan (Rule 13.A, Rule
13.B & Rule 13.D)
Nevada is a caucus/convention state. Accordingly, delegate and
alternate positions shall be allocated so as to fairly reflect the
expressed presidential preference or uncommitted status of the
caucus participants in each district. Therefore, the national
convention delegates elected at the district level shall be allocated
in proportion to the percentage of the caucus vote won in that
district by each preference, except that preferences falling below a
15% threshold shall not be awarded any delegates or alternates.

(62,287 posts)This is ripe here for a special bylaws committee if Clinton thinks it's worth it (probably drafting post-primary proceedings under Rule 13 as I type this). Odds are the Clinton campaign lets it go unless Sanders gains significant ground in NY. It's an embarrassment to be sure.

Except for a lot of Hillary's delegates in Nevada, I guess. I guess they really are done.

given how damn close this race is... that small thing in NV might prove critical. I bet there will be a challenge NOT to sit the NV delegation at national.

The only thing this changes is that maybe some Sanders supporters have to go to the convention as Clinton delegates, which is unlikely to happen, because they wouldn't want to do that anyway.

(4,451 posts)"Ms. Kramar has publicly engaged in a series of egregious, disruptive and biased behavior that irreparably undermines her credibility to administer a fair and successful convention," Clinton campaign general counsel Marc Elias wrote.
Elias said that in a email, Kramar exposed Clinton "campaign information and data by unilaterally adding a representative of Senator Sanders' campaign into a chain of email correspondence between [Hillary for America] the Clark County Democratic Party and the Nevada State Democratic Party. "
