From growing up in Florida around citrus - and being allergic to the fragrance of orange blossoms, I know this all too well.

If the weather is strange. Has your tree had enough water? That's the only thing I can think of off the top of my head for why the fruit would be small and hard.

we had a lot of rain last winter, but i was neglectful on watering during the summer (bad!). pretty sure that's why they're small and hard. i always get a lot of blossom drop too. i just thought the blossoms were weird...i'm in northern cali, not really known for oranges up here!
